Wave Dynamics GuidesNoise Impact Assessments Explained
What a noise impact assessment is, when planning authorities ask for one, the standards used in Ireland and the UK and what the report includes.
In Short
A noise impact assessment predicts how a proposed development will affect noise levels at nearby homes and other sensitive places, or how existing noise will affect a new development. Planning authorities use it to decide whether a scheme is acceptable and what mitigation or conditions are needed.
- Needed for noisy uses (industry, plant, venues, energy) and for homes in noisy places.
- Usually starts with a baseline noise survey at the nearest sensitive receptors.
- Uses standards such as BS 4142, BS 8233, ProPG, BS 5228 and EPA NG4.
- Recommends mitigation and suggests suitable planning conditions.
When Is a Noise Impact Assessment Needed?
A planning authority will usually ask for one when a development could create noise, such as a factory, data centre, energy project, gym, pub or anything with external plant, or when new homes, schools or hospitals are proposed near roads, railways, airports or industry. It may be requested before validation, as a further information request or as a planning condition.
What the Assessment Involves
- Baseline survey: attended and unattended measurements to establish existing noise levels, day and night.
- Source data: sound power of plant, traffic flows, operating hours and activities.
- Prediction: calculations or 3D noise modelling to predict levels at each receptor.
- Assessment: comparison with the relevant standard or limits.
- Mitigation: barriers, enclosures, layout changes, quieter plant or operating controls.
Which Standards Apply?
The right method depends on the source and the receptor. Industrial and commercial sound is commonly assessed with BS 4142. New housing near transport noise uses ProPG and BS 8233. Construction work uses BS 5228. EPA-licensed sites in Ireland follow NG4. Wind farms use their own national guidance.
What a Good Report Looks Like
A good report is clear about what was measured, what was assumed and what the planning authority is being asked to accept. It should set out the conclusions plainly, with mitigation that can be written into conditions and checked later.
Frequently Asked Questions
How long does a noise impact assessment take?
It depends mainly on the survey. A simple plant noise assessment may need a short survey, while energy or industrial projects often need longer unattended monitoring to capture typical conditions.
Is a noise impact assessment the same as an EIAR noise chapter?
No. An EIAR chapter follows the EIA process, including significance of effects and cumulative impacts. See our guide to EIAR noise and vibration chapters.
