Guides / Climate & Microclimate
What a Climate Action Energy Statement is, when Irish planning authorities ask for one and what it should cover, from energy strategy to renewables and carbon.
A Climate Action Energy Statement sets out how a proposed development will reduce energy use and carbon emissions and adapt to a changing climate. Several Irish planning authorities ask for one with larger planning applications, in line with the climate policies in their development plans.
Ireland has legally binding carbon budgets under the Climate Action and Low Carbon Development Acts, and local development plans now include policies on energy efficiency, renewable energy and climate adaptation. A Climate Action Energy Statement shows how a planning application responds to those policies.
The statement often draws on daylight, microclimate, flood risk and air quality work. For EIA projects, climate is also assessed as an EIAR chapter. See our guide to EIAR climate chapters.
The best statements are written alongside the design, not after it. Early input lets the design team test heat sources, roof space for PV and plant locations before they become fixed.
It is a planning policy requirement in some local authority areas rather than national law. Check the development plan for the area and any pre-planning advice.
No. It summarises the energy and climate approach for planning. Part L compliance is shown separately through the Building Regulations process.
This guide gives general information and is not a substitute for project-specific advice. Requirements change, so always check the current regulations, guidance and your planning conditions. Ask our team about your project.
